The High Grass Council (HGC) manages this
    website in that it develops all aspects of the
    underlying campaign(s) which includes determining
    the content and appearance of this website.  

    The HGC is comprised of Campaign Sponsors
    whose promotion of one or more "Speak Up"
    campaign(s) results in one hundred (100) or more
    prescribed responses.  

    A "prescribed" response is usually some form of
    feedback or show of support this website solicits.  

    All members of the HGC as of July 4, 2006 are
    featured below.  

    Campaign Sponsors who subsequently become
    eligible to join the HGC will be notified accordingly.
